01 / The Problem

A Community Campaign Without Structure.

The Kempston Rural community was facing a proposed 420-home development on open farmland off Wood End Lane — a scale of development that would almost triple the size of the existing village.

Residents were concerned, but the response was fragmented. Discussions were happening across Facebook groups, word-of-mouth conversations, and scattered messages between neighbours. Information was inconsistent, updates were difficult to track, and there was no central hub explaining how residents could formally object.

Without structure, even strong community opposition risks becoming disorganised and ineffective. The campaign needed a clear platform to inform residents, coordinate responses, and provide practical tools for submitting planning objections.

02 / The Solution

A Centralised Digital Campaign Platform.

Rather than building a simple informational site, we developed a dedicated campaign platform designed to organise community action and streamline the objection process.

  1. Structured Information Hub

    We created a clear information architecture explaining the proposed development, the key planning concerns, and the impact on Kempston Rural. Residents can quickly understand the scale of the proposal, the planning issues involved, and the timeline for submitting objections.

  2. Objection Toolkit & PDF Generator

    The platform includes a custom system that helps residents prepare formal planning objections. Users can generate structured objection letters using a built-in PDF template generator, ensuring submissions are clear, relevant to planning policy, and ready to send to the council.

  3. Community Registration System

    Residents can register their interest through a dedicated form which stores supporter data in a custom MySQL database. This allows the campaign to track engagement and notify residents immediately when the official planning application is submitted.

  4. Campaign Update Infrastructure

    A custom-built admin dashboard allows campaign organisers to publish updates, planning information, and guidance for residents. This ensures the community always has a reliable, single source of truth rather than relying on fragmented social media discussions.

  5. Fully Custom Development

    The platform was designed and built from scratch in just three days using PHP, Tailwind CSS, JavaScript, and a MySQL database. By avoiding traditional CMS platforms, we were able to build a lightweight system tailored specifically to the needs of a community planning campaign.
